Born 1957 in Medellín, youngest of the Ochoa brothers, he ran the cartel's ranching-and-transport wing — moving goods and people across a nation where the road network barely existed. In a legal, taxed market he is a logistics operator.
Surrendered with his brothers in 1991, released 1996; re-arrested in Colombia in 1999 and extradited to the United States in 2001 on new US charges. Served 24 years in US federal prison, released and deported to Colombia in December 2024.
His extradition — fourteen years after Lehder's — is the direct descendant of the Lehder precedent. Legalise the underlying market and the extradition machine has nothing left to feed on.
